Stephen was an accomplished and highly respected lawyer in the field of state aid. I joined Stephen’s team in 2005 and Stephen taught me everything about state aid. In his role as head of state aid, Stephen was an inspiring manager and teacher who displayed integrity, intellect and wisdom. We kept in touch when Stephen retired from the civil service, and he remained incredibly positive and kept his wonderful sense of humour. Above all, Stephen was a kind, generously spirited and humble man. I will miss him terribly.
